Change Bleedout time to 20 minutes

As the title sais change the bleedout time to 20 minutes.

The current 10 minutes is not enough especially with the recent interest in fivem with the server hitting 110 people at times. So with multiple people downed all around the map its hard for the NHS to reach people in time. This could give players more chance to be able to rp with the NHS.

NHS have little red markers that sometimes disappear when someone is revived but most of the time they stay so after like 1 hour of patrolling our maps are covered and it is very hard to decipher what ones are real and what ones are gone/Treated so we love to have people send NHS dispatches as it lets us know what ones are still active (Cops will know what im on about)

@Alex Maximillian with the new reviving system that was implemented, there is no bleed out time so you can stay as long as you like to roleplay with the medics!
