Brief Summary:
I would like to suggest being able to carry people if they're on the floor without needing to have the other person accept you carrying them.
Detailed Suggestion:
The idea of having someone be able to reject you carrying them when they're severely injured and on the floor makes no sense in my opinion. I think they should be able to RP them wriggling off your shoulder and you putting that person down if they RP it correctly. The suggestion just mainly prevents high pressure situations for mostly Civs in the server to be able to do stuff quicker without having to worry about other things going on. I've seen many times where someone is hurt or killed due to other players and the person not accepting a carry to just spite the person trying to RP which I don't think should be able to happen.
The Pros:
RP scenarios making more sense in the fact people can't just refuse you carrying them for being salty and ruining the RP in the situation even if you're RPing multiple people trying get the person on your shoulder.
Another thing Civs don't have to worry as much about when in high pressure situations. No need to wonder if they're actually going to accept the /carry in order to put someone in a car or either move them somewhere in a less populated area.

Does this suggestion change balance on the server ?
If anything this balances the server a lot more since there's a better way for police for example are to drag people with Shift+G and have an advantage in that sense. Carrying people shouldn't be so hard where people aren't able to reject you just because they're wanting to ruin a RP situation. If police dragging people can't be rejected surely /carry should be the same.
