Bounty Hunting Restraining??

I tazed a man with a bounty and as he was on the floor being tazed.. I tried shift + R but nothing happened,   it only worked once his hands were behind his head, did i do something wrong or can they only be restrained once hands are above their head??

There is a weird bug were when you taze someone while a bounty hunter with the weapon you cannot actually restrain them. You need to Shift + G them to get them restrained. I believe its to protect from combat restraining.
