Bounty Hunting question

This might be a silly question but I recently became a bounty hunter. If I see someone committing a crime (Lockpicking a car for example), can I approach them there and then because I obviously know they will have a bounty? Or do I have to do this another way?

Yes if you witness a crime you can detain someone. But you must always roleplay on the server, sometimes you will find just talking with someone will be better then just arresting them.
