Bounty Hunters Still in the Rules

Just looking over the rules and noticed that bounty hunters are still in there, not sure if it's meant to be seen as they are removed.

There are still bounty hunters even if they get shut down there will always be a bounty hunter there to save the day until a cop shows up

Not really a bug but fixed all the same quite a long time ago.
