Not uncommon, off duty police playing as rebels did the exact same thing to me.

I think there are 2 solutions... Either white listing, but then it's just becomes a second police force?
In my opinion the licence should be an end game thing, needing significant funds to purchase, something to the tone of a few million, which given the persistent bounty wouldn't be too difficult to recoup for someone. Putting he licence so high would limit this to established players on the server, who for the greater part atleast, follow the server rules and are here for the role play rather than some quick cash or to abuse the system.
