Ok so recently there's been an increasing problem surrounding bounty hunters. Now from the video i have included in this post you can see a prime example of why the bounty hunter system needs to change. Before i continue i just want to say that i'm not pointing the finger at ALL bounty hunters, some of you guys are actually good at the BH roll. But probably around 80% of them are just trouble makers. If i am caught fair and square then i wouldn't really mind but in this video you can see that i was tased and restrained in the green zone at kavala garage, i was then put into a car, driven to police HQ and sent to prison with some of the worst roleplay i have witnessed in recent times. You can actually hear at the end of the video if you listen carefully it appears Das says 'Im not a police officer, i dont give a shit what you say'. 

To summarize i just want to emphasize the urgent need for the bounty hunter system to change, it cannot continue like this because it is currently causing more harm than good.

This need to be stopped. Far to much power for 10% of them being utter noobs and not knowing the rules. Pathetic 

 
i am self a bounty hunter but yeah there is many bounty hunters out there, and many of them dont know how to roleplay. So sad to see

 
I would like to know suggestions on how we change this. Increase the licence ?

I witnessed someone called "Rob" last night going up to someone and saying your wanted and restraining them.... that was poor roleplay... however the person restrained was then calling for people nearby to VDM him and the bounty hunter so poor RP follows poor RP...

Make a bounty hunter guide.. and give them more restrictions, because as of now they have far too much power & freedom for someone un-whitelisted, un-educated and with poor roleplay. I once were arrested by a bounty hunter while i wore a balaclava "i have a picture of you face and it matches you!" So you have a picture of a white guy in a balaclava, bravo...

Increasing the price could be one thing but i don't think its a long term solution.

The meta-gaming i personally feel is quite a bit of an issue but i would quite happily over-look slightly if i actually received some decent roleplay back.

With some tighter rules applied and with a higher price then only people who have played on the server enough to understand the rules would be able to buy a license, and they would also get a sense of accomplishment.

Another suggestion could be, seeing as bounty hunters are not above the law. Maybe make a removal system for the police to take away the BH License or allow it to be removed when being sent to jail. I know this is a lot of work and probably not many people would like it but it would definitely stop people rolling around completely care free tasing people on sight.   

 
If the police are whitelited so should the bounty hunters. They have nearly the same amount of powers, why not the same amount of attention. I also like the idea of losing your license if you commit a violent crime.

 
Whitelist them. This is really sad, poorest example of what I've seen. No intent to roleplay. My first guess: They want to have a quick way to make millions/hundreds of thousands of pounds, so they can use it on a RDM spree.

Im not sure how the PTO's feel but I think they A: Need to be whitelisted and / or B: Have BH licenses "issued" after applying for a Bounty Hunter permit and after a successful training module to make them aware of a "code of practice."

 
From what I've heard, there is no sure way to identify someone in roleplay terms as a BH, so metagaming is pretty much the only way regardless, and chances are if a BH was to ask someone their name they would more than likely give over a fake name when they see the BH uniform in which the BH couldn't technically apprehend that person in roleplay, especially if said person isn't exactly interested in roleplaying, which I honestly rarely see many civilians wanting to roleplay when I am playing as a medic.

I would love to roleplay as a BH, but at the moment the price for a license for me anyway is too steep as I currently just play as a medic for the roleplay, I'm honestly not here for the cash, I'm here for the roleplay. So I personally wouldn't like to see an increase to the license, I would be all up for Bounty Hunters having to be whitelisted though, but then again there needs to be something implemented for them so they can roleplay out finding out their targets identity.

 
Isn't the garage a greenzone? im not sure how the rules are with bountyhunters and green zones tho..

 
Not only bad roleplay, but also attempts at abusing the system... Now I ignored the message but I did see at least one guy accepting it in sidechat.



I'm not trying to get anyone banned here, I just think the responsibilitys that comes with the ability to metagame and having the most op weapon shouldn't be open to people that can't be trusted with it.

 
It would be VERY unbalanced to have bountyhunters who can taze you in the greenzone. I can't go lethal there as a rebel, and have no non lethals. It would mean greenzone's are only for people without a bounty?

 
Solution: Remove the Shift + G, Shift + R.

  • I'm a BH in my spare time.
  • yes, I meta-game to identify players (as per rules, since we can't check licences). And people with large bounties should think twice before entering cities/high pop locations just like a real fugitive would.  
  • No, I don't tase on sight unless they are armed and there a reasonable chance of "loss of life". 
  • I always to try to talk to the person first and start some RP when I can. Typically by calling out their name and seeing if they confirm it. Then I ask them nicely if they would come to the station with me to investigate the charges and see how they acquired them. 
  • If they flee, I'll chase and tase them.
  • I do not camp Kavala, Athira or Pygos 24/7. I pay £2.5k for a tip on someone I believe I can detain alone by myself. And I will drive all over Altis to locate them. I will buy as many tips as I need to do this and narrow down where they are going. It's part of the fun, and very satisfying 
  • Once detained I question them about the charges and see if they are valid (One was release because I managed to confirm it was a bug). Then I'll send them to jail knowing the charges. 
  • I take pride in my work. I can spend hours tracking someone, and I'll die many times in some cases when they are joined with non-wanted rebels who are also armed. But that video makes me sick and ashamed that people play like that. 
  • I've even released a £300,000 rebel because the only reason he was still in the area was because someone was VDM'ing him 15 times in a row so he couldn't get up. There's no fun, RP or honour bringing him in that way. 

My solution: White-listing / manual licence screening. 

The rules on BHs are vague and open to abuse like above. Submitting an application and giving training before the licence is granted would solve 99% of the issues. That 1%, can then be dealt with and removed if necessary. 

 
Right so this was utterly terrible and I'm no longer thinking of defending the bounty hunter license from any good RP I have witnessed as this type of behavior is sadly more common to the point where I am now disgusted. Heatproofsean stated an example of a good bounty hunter and I agree with his recommendation as people cannot be trusted.

In this particular instance they did it in a greenzone and attempted to take his uniform to which Noz quickly explained was against server rules and only one of them were wearing a bounty hunter uniform. On top of that you can clearly see one of our men Jay waited outside the greenzone for his opportunity to retaliate after a warning was issued as is proper. While the BHs metagamed(Wilco stated to me it was meant to be common sense to not metagame,but I told him he literally needs to spell it out to people,which he has stated elsewhere today that he is doing.) and made no attempt to RP. When prodded by Noz they used minimum roleplay excuses with no attempt of defending their arguement,did not tell him what he was wanted for and even stated at the end enough talking and immediately sent him to jail.
