Boris bike in underground parking till spawn location is fixed

I added the suggestion before to the dev channel on discord but I think it got swept away as it wasn't the proper place for it so just adding the idea here.

Add Boris Bike to the underground race track spawn location that players sometimes get. Will save all the OOC chatter for the incorrect spawn location till a time that it can be solved

Tbh I think a cheap car rental for like a really really rubbish car should be down there instead.

Like the boris bike idea as a temporary solution but I think the spawn has now been fixed.

Rejected since the spawn location is now the airport so this isn't really super required.
