Block Withheld Number functionality on phones

There was a suggestion a while back regarding the telephone system, suggesting that it should be changed back to the old "ring even if they are offline" system. 
The reasoning behind this I feel was sound in terms of groups abusing the phone call system to determine how many people are "awake" from a rival group.

The dev in this case pointed out that when calling someone and the phone doesn't ring it could signify a number of potential scenarios other than being offline such as being out of signal range or the recipients phone being on Airplane Mode as well as other scenarios that whilst make sense, aren't possible in game currently (Silent, Do Not Disturb, phone off etc) 
Whilst I agree from an RP standpoint that these scenarios could be taken in to account, the majority of the people on the server will always have their phone set to available whenever possible and those who are making the phone calls will simply be conducting a "numbers check" (whether 100% accurate or not) depending on whether the phone rings or not and in my opinion this is an abuse of the system and taking advantage of the limited functionality currently available on the phone system. 

I would like to make an alternative suggestion and that would be to add a functionality to be able to block all calls from withheld or private numbers.
The addition of a "block unknown number" feature would be both RP friendly and a step closed to what one would expect IRL in terms of phone functionality.
Whilst it would not stop the numerous phone calls, the people making those calls would need to think twice about calling and outing themselves and their phone number or to even go and use a public phone box if they want to remain hidden that badly


Pros:
It would allow an individual more control over their in game privacy and prevent abuse of the systems currently in place

But the proposed makes a lot more sense. +1
