I dont think there illegal as you can buy it from Altis Airport, if it was illegal you would have to go to the rebel outpost. I have no idea about the scrapping but i dont think they would allow it to be scrapped because it is really expensive.

 
They are legal. But if we see it landed on another place then the airport/helipad we can scrap it. But CIV's can't scrap them

scrap the fucker if it has dropped off armed men that are killing people. But only parked there. Bloody hell.

If the reason to scrap is justifiable then I might (it all depends on my mood at the time). I'm normally pretty nice and leanient so I would most likely impound it but it all depends on my mood

Yeah but you know, you should follow the law. I'm usually pretty nice and I'm not someone who scraps everything I see but yeah, if there is a good reason to scrap it then I think that's fine. I could have scrapped LS Houston's Huron but I was feeling nice and had it impounded instead.

+1 for BlackJack, pretty harsh to scrap such a expensive helicopter/plane because they didn't park in the correct place

Yes it's harsh but it's allowed. 99% of the time it's just an impound with a slap on the wrist if I find the owner 

 
Cops can be dicks at times. I landed my helicopter in Kavala. I was gone for around 30 seconds. Come back *poof* it wasn't blocking roads or anything. It was just sat in a field...
