Banning question

Hello people, a quick question, I have a friend who was banned quite some time ago, (for using a soundboard, not sure why that equates a ban, but whatever) and he was wondering if the ban is tied to his steam account, or if the bans are ARMA account tied. Any response would be appreciated, as he wishes to re-join the best RP community out there
