I don't think they are, well tbh I'm certain they aren't. I find most criminals are doing shop robberies as if they are banks just to create some interesting RP. I try to give them my bestwhen this occurs but some of the RP I've seen in shop robberies, honestly I think the criminals should be rewarded better with some of the RP I've seen from them
