Hello gentlemen,

I have a question, and it appears that I am not the only one who asks questions in the community.
I would like this thread to be a sort of "question about rules and clarification" thread where people can come with scenarios and questions that other members can use time on responding too, instead of someone opening a new thread every time, I hope this idea will work out.

My question is about the usage of zipties and robberies.
If I for example am sitting in a car and a gentleman asks me to exit it and explains to me i'm being robbed, can I then exit and shoot him right away, or does his initiating of RP only count on his behalf? Also can I knock someone out and ziptie them then talk to them or do I have to say something first? For example if I was robbed, can I quickly knock him out and ziptie him, then explain i'm taking him to the police station, or must I attempt to warn him first?

You can't shoot someone just from them saying their robbing you.
It's a bit of a disproportionate response... You can certainly flee, pull out a weapon, and ask them nicely (or otherwise) to back off / put their hands up etc. At the very least, they need to have threatened your life before you can shoot them without saying anything beforehand.

I believe that running up and knocking someone out with 0 RP before hand is against the rules, at a bare minimum you need to speak to them, you don't have to say you're going to rob them or zip-tie them, but at least a: "Hi, can I ask you a quick question? *bonk on the head* " you can then explain to him the situation. As long as RP has been initiated in any form, you'll be okay, but you can't just silent sneak up to someone and knockout / ziptie without saying anything first.

Ok, so if a gentleman i'll explain the situation that happened to me and want to check if it's all good.

A gentleman tried robbing me for my beret and I told him that I needed to check my stuff and put it down, he was pointing a gun at me and being very hostile and after I put it down and I saw that he was looking at the ground I took out my pistol and shot him in the face, picked up my beret and explained it to a cop, what I did was acceptable correct? Robbery was atleast 30 seconds of talking and threatening.

This all depends on what the guy robbing you was saying...

If he was saying something like: "Hey Buddy, I'm sorry about this, but my head is desperately cold and I need a Beret or I'll die! So I need you to put the beret on the ground, I want the Beret, not your life"... If you then shot him in the face without saying anything, I'd that that's pretty poor and wavering close to breaking a rule.

On the other side, if the guys said: "Oi, f**ker, put your hands up, then take your beret off or I'll shoot you in the face", then I'd say it'd be fine to shoot him in the face without saying anything first.

This all depends on what the guy robbing you was saying...

If someone hops in my car without RP or with minimal RP (EG "I'm stealing ya car bruv"), can I then shoot his tires / him or do I need to initiate RP properly or something along those lines

13E) You may not write in sidechat that you are robbing the bank. This is your operation with the friends/members that are there with you. You may not call for backup, only those on site at the beginning of the heist may take part.

 
There is a lot of fuss about this rule. 
1. Does this rule also apply for the police?
2. If all policeofficers died and keep getting message that there are armed man at the HM-treasury, are will allowed to return? This is not calling for backup. It's the alarm that gets triggered when someone walks with a illegal firearm inside the compound. 
3. Are we allowed to go to the HM-treasury when there are still police officers at the scene and someone triggers the alarm (either breaking in or triggers the 'armed man' alarm?) This is also not calling for backup, we are just responding to the alarm. However we can get accused of calling for backup, since rebels don't know if we are responding to an officer calling for backup or if we are responding for an alarm.
4. When are we allowed to return to close up the bank without getting accused of breaking the rule 13E.

as far as i know, and i got that confirmed by an admin, you can shoot anyone in the face who threatens your life or attempts to rob you.(self defense)

He initiated RP by stealing your car. Shooting the tyres is fine, shooting him? Maybe a bit of a disproportionate response again. But if you warn him to get out of your car first, or you'll open fire on him... no problems.

1. Police do not use Side chat to call each other in. It will be done over the radio (teamspeak).
    I get the rule is confusing for rebels, as in, if another member logs on while your doing the bank, are you allowed to call him for help? But the whole police system is design on small units calling for backup when needed, so can only assume that this rule doesn't apply for the police.

2. If all police officers died, then they cannot call for backup... however! The alarm system is still inplace, so therefore police can respond do it (except for those with NLR timer). Think of it as a alarm system. You can disable it at Kavala, if the timer runs out on it, you just need someone else to hack the system again.

3. It's an alarm system (one that can be disabled). Of course you can respond to it. If rebels complain, it's their fault for not hacking the system.

4. I don't understand your point. The only way the bank will remain open, and not have a police officer close it up, is if all police officers die on scene, and therefore cannot know that the bank is being robbed. And the alarm systems are hacked so that officers cannot be warned. Otherwise, if you're aware the bank has been robbed, and your NLR timer isn't in effect, then drive over, check its safe, then close it up.

Hmmm, not sure I agree with that. If they threaten your life, fine. Shoot with 0 RP.

But lets say it's a gentlemen robber, I think if he never threatens your life, shooting with 0 RP is a bit poor. It would really need an admin to define (I believe the rules are being updated after the new framework is in place anyway, maybe it'll be sorted then).

I would try and slow him down as I ring my homies from the car. If not at least u r doing some RP before you unload a clip into his head
