You know the way that ARAC members aren't allowed to take advantage of people that are broken down, does this imply that they are to turn a blind eye to someone who is asking for help or is that taking advantage?

If you're on-duty as ARAC and just want to help them out, then yes you can use the messages. But if you're off-duty and you want to rob the person messaging then ignore it, otherwise it would be taking advantage of them
