I honestly think they reason why theyre "Busy" is because they choose to send 4 or 5 full SUVs after 2 trucks doing weed, following them all the way to the fucking redzone, where they sit right outside the redzone and tries to shoot them down.

If you think about it, better they send extra manpower so they can have a succesful operation instead of splitting them all up and having less chance at 2 different operations!

Atleast the way I see it, I would probably have done the same  :)
