Additional beds in Sandy and Paleto

Server cap has been slowly increasing, I feel it's time to look at adding additional beds to Sandy and Paleto hospitals. 

Paleto: 2 beds increased to 4 beds 

Sandy: 4 beds increased to 8 beds

Less body piles at the hospitals 
Blake's blood pressure may recover

Yeah the bed slots were the same when the server cap was 95 and even below
