Suggestion:
Fire extinguishers which could put out smaller fires such as cars, accessible by both emergency services and civilians.
I know as a police officer there have been a couple of RP scenarios where having a fire extinguishers would have made a lot of sense, eg for a burning car or the aftermath of an exploding petrol station, and I'm sure the same is true for civilians and especially for medics.
Whilst this is something I have seen elsewhere I'm not a developer and am hence not sure how plausible it would be to implement, so there might be a lot more to it than just "Add fire extinguishers"
