Add a pause between police alert/dispatch messages

When the alerts we receive as police are triggered they appear to us without any apparent cool down which can result in multiple alerts appearing in under a second. Quite often I find myself assigning to a completely different dispatch to the one I intended to, or completely miss some types of alerts because they flash on/off the screen so fast.

My suggestion is to add a short delay, for example 1 or 2 seconds, between each alert, essentially queueing them up when a lot of alerts are triggered within a short timespan, and slightly extend the time they are displayed.
