add a local OOC

pretty simple, add local OOC as a option to chat with ingame

Detailed Suggestion:

echo above, removes the need for OOC stuff to be stated in /me in certain situations, make it just like staff announcements that can't be hidden with the "hide chat" option in f1

The Pros:

-removes the need for OOC stuff to be stated in /me if it only relates to people nearby yourself, making /me completely RP related

The Cons:

don't think there is none, apart from a extra command
