Is the hospital a Greenzone? If so I'm so sorry I didn't realized and the Greenzone rule is that your not aloud to shoot, you must holster you weapon,cant rob/knock someone out,lock pick/steal any car and cant run into the green zone to avoid being killed or robbed.
