Unable to interact with the solicitor application guy in City Hall. Relogged and still couldn't.

I like the idea mainly as an area for people to congregate and do things that are more productive than just monging it at bean machine. Maybe combine it with the a small casino? Just a few tables, an attached restaurant/general shop and anything else that would encourage people to make business...
