I would try hijacking the car by making a chase after him or convincing him to pull over, Tell him to get out of the car and put his hands on his head , whilst having my gun point on him , Rob him out of his money and try to steal his car if possible, if he would refuse to do any of my commands...

I would let the person pass or just try to stop him in anyway by shooting his wheels at first or trying to chase him with my car, but probably after this situation, i would just let him go :)  for sure not kill him just try to stop his car and get him out of it
