NLR means that you cannot enter the location where you died in 15 min, because i would be failrp if your there and randomly shoot somebody. that would be RDM aswell because with the NLR you woldnt recognise the person that stole your truck/car, killed you. @BratJaggesVlnd

yes I know the rules. yes there is a different way to solve this problem, You can call an ambulance and maybe RP with them so they can bring you to the police and find the guy. after the NLR you can check the location of the truck and maybe there is still someone. you can go on...
