I can confirm that Seb Rogain rdm'ed people. When you talk to him he mostly starts insulting and abbusing you verbally. I was at the Kavala bank and I saw him shooting at least 3 people.

The first contact the guy made with your truck was clearly caused by a desync. Your tires popped not because he rammed you but because you did not stop after he slowed down in front of you. Technically you rammed him :D

I dont think the glitching is his fault, it happened to me too (i got restrained and somehow after a sec or two i could take out my gun and shoot). I think that's just a bug. And he shot you because you were restraining him, I think it is not a rp fail
