It's the devs, it's an extra script put into the server. It does work on shallow water, but for some reason not when a boat is in deep water.

Don't worry, it's not just you. Server is having some problems recently, so I wouldn't worry too much right now. Wait a few days and try again some other time, a lot of people are also complaining about the same problem. Hope I helped :)
