Right, while it is a gunfight and two people did show up in the middle of this fight they should not have been shot based on the fact they looked like cops due to black clothing. it has become far easier for rebels to find and wear black gear and even police clothing as it is regularly available...

Honestly, all those things sound like someone being a bad police officer and would probably be something police command would be Intrested in. As far as I know, there is no scrap feature currently so it may have been impounded. I think there's a police impound lot and you may have to go there...
