10 mins is extremely long considering you can't rp in it at all. My suggestion is drop it from 10 mins to 5 as 10 seems insane consdiering you can be put in hospital due to a rulebrekaer like RDM and still have to wait the 10 mins which feels like a punishment

The issue is that you do not punish poor RP and let it happen calling it suitable RP. You have more than enough players to enforce a higher standard of roleplay.
