What counts as a 'civilian', as you claim rebels are doing "rebellious activities" (I assume robbing) them? Any random hobo in kavala? Because if thats the case I think you're making a very large generalisation that "rebels are robbing civilians", and you'll find that sure there are the one or two new rebels that do it. Or are civilians people doing illegal runs like weed? Because I think most people would class that rebelious activity, and cease the persons title of 'civilian' - and as far as I'm aware, UNMC rob these people too.
