Assuming your location is correct and you are genuinely connecting from UAE - as far as i'm aware they have state controlled telecoms and the internet runs through a government NAT/Proxy/Great Firewall.
Considering there's no mass reports of HUGE pings for anyone else, and there are regular players from the USA, we can rule out the connection ALUK's servers uses to the internet. It would seem the route your connection is taking from your computer ,through your ISP, to where ever ALUKs servers are is being shaped/constrained in some way. Unfortunately if you've done everything you can to minimise latency, and we already ruled out the ALUK connection - that leaves it to your ISP and the route it takes and there;s nothing that can be done about this really.
If you open command prompt and type "tracert server.altislife.co.uk" without the quotes, and paste the results here. That'll show the route your computer takes to hit the server, and the latency at each step. You'll get something like this:

I believe the ALUK servers are is Bristol, UK and their ISP probably doesnt have DNS names or they dont resolve as you get into their network hence the * * *.
You can see my pint by the time i hit Bristol is 31-39ms.
