This issue occurs only when i'm not logged on in Google Chrome, haven't tried any other browers.
Looks like it's missing it's CSS, however as soon as i logon issue seems to be resolved.

Can reproduce even after a complete cache clear.

​I have this issue on Firefox too, refresh does work however it would be preferrable if this issue did not come up at all.
