Please (in detail) describe the incident: Not much to say other than a group of us were standing outside the PD having a chat and a guy ploughed into the middle of our group, downing 1 and injuring others.
No prior interaction was had with this person and all that he did was RVDM us and laugh before speeding off
I attempted to contact him via OOC but receive no response

Yup this is quite an obvious attempt by 730 to run people over with no RP just for the fun of it. He then even laughs about it.
