Zipties

So I was robbed yesterday and I was about to ziptie the man that did it however he was in a green zone so I couldn't.

Q:Can I ziptie someone in a green zone?

Q:Can I zipties someone who I saw commit and offence and hand the in to the police?
 

Note: I have read the rules, so if this is in the rules maybe I missed it?

A CI told me when I was playing I can zip tie people and take them to the police.

You cant ziptie in the greenzone, and you probably could, if you initiated rp you couldn just run upto them knock them out and take them there, there is a bounty hunter job tho

I saw someone selling cocaine and a man with an illegal gun on his back could I knock them out and take them in? I also know it's a bounty hunter Job but I am kind of not bounty hunting if I am not looking for an award, it's a weird topic :/
