I may Go With the6700k 3.8 up To 4( when they saying "up To 4" they OC that or 4 ghz its base clock?

The 6700K will be fine with 2x 1080GPUs. Just ensure your motherboard support SLI correctly.

- I personally have the i7 6700 not overclocked, it runs just perfect for my use and i have never had any problems with it.

The i7 6700k is a beast and can overclock to about 4.6ghz easy.
