Why won't Server 2 and 3 stay on?

Server 2 goes up when server 1 is full.
Server 3 goes up when server 2 is full.
If they stayed up all the time, the servers would have about 30 people in each and would only be used for drugs e.c.t.
Server 2 and are just overflow servers for when the 'main server' is full.
