Why is Altis Life 2 always down during the night?

Altis 1 seems to always be up why not Atlis 2?

Usually S2 is turned on when S1 is full/almost full.

This is done because it would bring more RP opportunies if one server would be full of people, rather than split people up on two different servers. At night people aren't as active as they are during day-time so there wouldn't be enough people for two full servers.

Oh right, that's annoying it's 1pm and S1 has 119/120 and S2 is still down.
