Why are rubber bullets so inconsistent!?

Getting really frustrated lately with rubber bullets not doing their job. Sometimes I shoot somebody and they get knocked out after one shot. Other times I shoot them about 10 times and they flinch but don't get knocked out? It's so unpredictable and I've been in so many situations where I've died because they haven't been knocked out

Anybody else have similar issues?

Yes! This happens to me very often. I even see blood splatter spew out of my target.

Sometimes the rubber bullet script doesn't load which causes you to kill suspects instead of tazing, which isn't great when it happens to you
