Who is right? B.H. or Rebel?

Bounty hunter walking around a Drug store.

A civilian and an armed rebel come out of the store. Bounty hunter was spotted and was shouted at to drop his weapon, however, he takes his weapon out, flees and hides in a bush. Rebels civilian friend, without saying a word, comes to the bounty hunter, follows him and waits for the rebel to come after few seconds Rebel finds the BH and and they look at each other with weapons raised, Rebel shouts at BH to drop his weapon, BH shoots.

Was this RDM from the side of BH?
Was this Meta gaming from the side of the Rebel?

Both questions answer is no. Rebel didnt die randomly and im not sure why you would assume metagaming here?

If your life is being threatened, you can take what means necessary to protect yourself. The BH in this case is entirely in the right.

As for the rebel's civilian friend, unless the civilian is actively hotmicing and makes it clear that they are communicating the location to their rebel buddy on the phone, then it would be metagame on the civilian/rebel end.
