I'm trying to set up soem whisperlists for my gang channels but when ever i press the button is says 'No whisper target found' it only appears to be happening to me. does anyone know how to fix this?

You need to be either a donator or a Police Officer for whispers...possibly NHS I dunno.

You need a certain level of talk power witch you only receive through ts tags for example, police/unmc/medic tags, unfortunately rebels arnt aloud this ability as there is no way to control what channels you can whisper to, so any random troll/hobo would have the ability to whisper into the staff channels if he chose to , sorry buddy

I wish we could have it for gangs as well, but unfortunately the few idiots that like to troll on ts have ruined for the rest of the rebel community

Direct voice. You use whispers to talk to someone (or a whole channel) when not in that channel. Or, you can use it to whisper to someone in your channel and have no one else hear but them. Due to lack of restrictions, you could whisper pretty well anyone - pretty sure even those with do-not-disturb tags on. This caused some serious issues so it had to be removed to prevent these issues. Police have it so that they can intercommunicate between their cars/callsigns.
