Helicopters worth more than a hellcat I believe can only be scrapped by police.
Most civilian vehicles can be scrapped by both police and civs although I'm sure there's a few exceptions.

It's a bit fiddly. Police can scrap anything. On the other hand, everything can be scrapped at the dealer unless it has no virtual inventory (eg the HEMTT transport) or it's specifically the Hellcat, huron and blackfish. You probably can't scrap any planes either but due to the difficulty of getting one there I don't know anyone who's tried.
