Which forum for gang bases?

I am attempting to put in a request for my gang to be granted a gang base since the time has come. However it wont let me post in the gang base forum? Where should I post it or who should I contact?

Although I don't know if gang bases are still being worked on with the absence of @Fuel

I know the TCK design is somewhere between Fuel and @Wilco but that was submitted back in march
