You purchase a housing license from the DVLA. Then you find the property which you desire purchasing - then you proceed to hit windows key, and proceed to purchasing the property. Be aware though - if you can't open the door, the house is locked, and if there is no windowskey menu the house is unpurchasable. Hopefully that clears it up!

@Perspective Thank you very much for the detailed response. Additional question, I have heard upgrading houses is possibly. Is this done inside the house itself or does a seperate menu become available once a house has been purchased?

Once the house is purchased, the menu gains several tabs, such as inventory, property upgrades, rent etc. All interaction involving the house until you sell the house is done using the windows menu.
