When is the next faction?

After the UNMC disbanded, serveral suggestions were put forth for a new faction. Some of them were good, while some were terrible, however the answer they received was that it was too early for a new white-listed faction. My question is... when is it time? When is it time for a new faction to take the stage of the UNMC? 

It has been 5 months since the UNMC disbanded and I for one really miss the presence of another faction.

It would be appreciated if we could get an answer from management concerning the Faction Question.

This seems to hint towards a new faction. Even though a new faction might not have been directly promised, it doesn't change the fact that a large majority of the community would welcome a new faction depending on what the faction is. Why else would there be faction suggestions?
