When does server 2 go online?

Excuse me if this isn't the right place to ask this question, but when does server 2 go online? Is it when server 1 is full, scheduled or something else? I prefer a quieter server because my frame rate can drop down to 20fps, sometimes 15 when there are around 90+ players on a server.

Normally at 8pm restart or when server 1 is full for x amount of time, depending on staff online to turn it on.

Server 2 is activated I think, and it happens when S1 often is full.
