When are people able to shoot me?

What enables it for people to be able to shoot me? Like what do i have to say/do, or what do they need to say.

If they randomly shoot you with no words, if they shoot you without making a threat to your life and or not giving you enough time to comply. There's so many ways it can go wrong and right.
