Server 2 starts only if Server 1 fills up. This is usually around the 4:00 restart, however it is ultimately all up to traffic of the day.

As Vignesh said, it typically turns on at the 4:00PM GMT restart, however it is up to a senior admin as to when it gets started up and if they feel it is necessary.
