What is 'Decamping' and why is it spoken about negatively?

I thought 'decamp' was to leave a spawn or get out of car, but there have been a few mentions of people decamping, and it was taken negatively, implying that its not a cool thing to do.. Can someone clarify this for me?

 
Decamping is where people, in a active gunfight, drive up close to someone in a car, making use of the rules against RDM to make sure they don't get shot in the car (because the other side can't initiate on the car, can't shoot it straight up because it might be RDM or shit RP), then decamp the vehicle and instantly kill the other guy, under the excuse of being involved in the gunfight, because their friends and the guy they decamp on were in a firefight.

 
Decamping is basically where in a gunfight, someone jumps out of their car and immediately after jumping out, they start shooting at someone. It has a negative connotation because usually people drive around in gunfights and make it seem like they are innocent and not apart of the gunfight, when in-reality they are involved and will jump out and shoot you as soon as they get the chance.
