Ok, I was going to file a compensation request for the first time in light of the recent RDM that had happened to me.
But noticed that the link that follows the " Please confirm you have read and understand our Compensation Request terms "
is broken and i cant read or understand the compensation request terms.

I believe is what you need.  It was updated a while ago.  Looks like the link was forgotten about.
