The idea is pretty simple, give players the ability to buy a warehouse under the name of a business. The economy at the moment is based around farming materials to then sell on for crafting so why not give people the ability to create and have their own stock.
For example, John wants to become the premier provider of fruit in the city. He purchases a warehouse and him and his buddies start filling it up with Oranges and apples. They can then advertise that they are selling them in bulk, giving those who make fruit smoothies or have stores a place/person to go to regularly. As more businesses are created you will have a competitive market which in turn will create more interaction between players who will prefer doing business between themselves instead of having items ‘’shipped in’’.
What do we need for this to work?

Technically this can already be done by one person purchasing a house and sharing the keys with their group. The problem with this However is that obtaining a house is very hard, its not very immersive and fruits for example will degrade and loose their potential value.
Additionally, at least in the beginning, I think the council should have a ‘’Business growth program’’ which would stop gangs and the billionaires of the city from obtaining these warehouses for themselves. Basically you would apply for the program with which the council will loan you a warehouse. The business will still have to pay rent but they don't own the warehouse. If the business does well and the council is happy with how its running you will then have the option to buy it from the council. Giving the council more responsibility and things to do, and again creating more interaction as I imagine the council will be interested in checking up on their investment.

- Storage that allows degrading items to stay ‘’fresh’’.
- Adjustments to import prices, this is so player owned businesses are preferred to having items shipped in.
