I never found it to really work and feel that it actually turns up all sounds

By just changing VON?  I've modified it before and nothing else has changed

I found it did it for both but that may just be me, worth a try i suppose.

You lying piece of subway at home trash...

Effects volume affects environmental noise aswell as direct voice channel. VON will change the volume of vehicle and group.

Direct communication is classed as effects in the audio tabs. Not voice over net (VON is for vehicle and group channel for instance). And because effects also turns up all other noises, roleplay servers have usually got earplugs which turn down all the noise from effects exept for direct communication.
