Vehicle stealing/scrapping

Hellcat, Huron, Blackfish, Taru & Xi'an are the air vehicles you are not able to scrap or steal.
As for ground vehicles you can scrap & steal any of them. Although police and poseidon vehicles wont show up in your "civilian garage" after you steal them at the chopshop. They will end up in either the "Police/Poseidon garage" which means you will have to play as one of those 2 to be able to get the vehicle you stole from that faction.
